The International Rescue Committee (IRC) is employing qualified candidates to fill the position of Assistant Finance Controller.

IRC came into Nigeria in October 2012 in reaction to the rampant flood catastrophe. IRC has since then broadened its scope and size of its projects as new areas became accessible after lengthy discord and insecurity, in Adamawa, Borno and Yobe States.
IRC Nigeria now conducts a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri and Monguno of Borno state and Damatru of Yobe State.

Summary Statement of Responsibilities
-The Assistant Finance Controller aids the Deputy Director Finance by organizing the day-to-day undertakings of the accounting unit. At the preference of the Country Director the Assistant Finance Controller will determine some or all of the Controller duties when the DDF is absent.
-The candidate is accountable for guaranteeing that the day-to-day accounting undertakings and financial management procedures of Borno and Yobe States are conducted in conformity with IRC and country office policy and procedures.
-The candidate is also liable for the consortium and local partners’ financial management.
-The AFC represents the DDF in Maiduguri and attends all coordination meetings, BVA panel and work very closely with the DDFM & SPCs. Specific responsibilities within each functional area are as follows:
-Arrangement of outlined donor reports for analysis by the Deputy Director Finance
-Spotting procedural or training difficulties to be dealt with to enhance the quality of report data.
Field Office Training & Support:
-Functioning as the major liaison for the Borno and Yobe office finance staff for policy or procedure questions.
-Guarantee the assessment of financial data submitted by Borno and Yobe states offices to spot weaknesses or difficulties being experienced by Borno and Yobe states finance staff and propose remedial strategy.
-The analysis of and accounting for procurement deals to guarantee reasonable aiding documentation, accurateness of amounts and control over payments
Primary responsibility for liaison with logistics/procurement.
Cash/Bank – Processing:
-Management of the processing of bank and cash transactions of Borno and Yobe states
-Guaranteeing internal supervision techniques are followed for all cash distributions, receipts and transfers
-Guarantee the preparation of cash predictions for Borno and Yobe states
-Regulating cash usage and requirements and notifies the Deputy Director Finance of possible unusual activity or requirements
-Giving suggestions for cost allotment strategies in conformity with donor regulations
-Helping in or evaluating physical inventory counts and guaranteeing adequate valuation and accounting for inventory or supply items.
-Oversee the processing of the national payroll for Borno and Yobe state guaranteeing standard financial supervisions are upheld
-Attend to the preparation of the essential applicable accounting entries including salary allotments for Borno and Yobe states
-Internal audit operations as needed by the Deputy Director Finance
-Analyses of management and monitoring of adherence with established techniques.
-Helping in the supervision of the country’s Operating Budget to guarantee data is exact and maintained on a timely basis.
-Analysis of original vs. budget results to guarantee full utilization of budgeted amounts and to give suggestions for realignments as needed.
-Oversee and evaluate proposal budgets, financial reports prepared by direct reports (or as assigned by DDF through grant allocation)
Consortium and partnership finance management:
-Supervise the consortium and partners financial management
-Guarantee budget and budget modifications prepared in conformity with donor and IRC templates
-Guarantee consortium and local partners monthly and quarterly forecast are aligned with the approved budget and donor flexibility is regarded.
-Bachelor’s degree in Accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting (CPA or equivalent certification would be preferred).
-At least five (6) years of applicable experience and three (3) years executive experience.
-Trained with various PC and financial related software (spreadsheets, accounting packages).
-Working background with in IRC finance in the responsibility of Assistant Finance Controller and consortium/partnership financial management is highly preferable
-Demonstrated track record of proactively identifying and communicating possible difficulties and recommending solutions.
-Dedicated to staff empowerment and helpful at facilitation.
-Knowledge of DFID rules and regulations is a plus.

-Must be able to operate comfortably in a loosely structured but complicated work setting, working and prioritizing numerous tasks.
-Able to relate efficiently (written and verbal) in English with project staff, management and employees
-Comfortable making decisions.
-Good supervisory, time management and interpersonal skills.
